Time-in-grade: time spent on LWOP is considered creditable service for meeting the time-in-grade requirements for promotion.
How is LWOP calculated?
Based on the number of hours of Leave Without Pay, the program calculates the amount of leave the employee should earn. The calculation is based on a pay period of 80 hours for biweekly employees, 173.33 hours for monthly employees. The program also factors in the FTE of the employee.
How long can I take LWOP?
LWOP may be granted upon the employee’s request and covers only those hours that the employee would normally work or for which the employee would normally be paid. FLSA–exempt employees must take LWOP in 1–day increments except when they are taking leave protected under the Family and Medical Leave Act (FMLA).
Does LWOP count towards retirement?

LWOP can be used regardless of whether the employee has sick or annual leave remaining, but those who accumulate more than 80 hours will have their annual and sick leave balances reduced by the amount they would have earned during the pay period when the 80-hour mark was crossed.
